Meta charges for the WhatsApp Business API per delivered message. The price depends on two things: the message category (marketing, utility, authentication or service) and the country of the person you're messaging. There's no monthly fee from Meta, but the provider you use to reach the API charges its own plan on top.

The biggest change this year came on October 1, 2026. Until then, free-form replies inside the 24-hour customer service window were free. Now they're charged too, at the same rate as utility messages in each market, with no volume discounts. Here's how the whole model works, checked against [Meta's pricing documentation](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing) on October 8, 2026.

## The four message categories

| Category | Used for | Needs a template? | Cost |
| --- | --- | --- | --- |
| **Marketing** | Offers, launches, newsletters, re-engagement | Yes | Highest rate in most markets; no volume tiers |
| **Utility** | Order updates, booking confirmations, account alerts | Yes | Lower rate; volume tiers available |
| **Authentication** | One-time passcodes and login codes | Yes | Usually the same as utility; volume tiers available; some countries have a separate international rate |
| **Service** | Free-form replies to a customer who messaged you | No, inside the 24-hour window | Since October 1, 2026, charged at the market's utility rate; no volume tiers |

Meta only charges for messages that are delivered. A message that fails doesn't cost anything.

## What changed on October 1, 2026

When a customer messages you, a 24-hour customer service window opens. Inside it you can reply with any message, not just templates. Here's what that window costs, according to [Meta's page on non-template messages](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/non-template-messages):

| Inside the 24-hour window | Until September 30, 2026 | From October 1, 2026 |
| --- | --- | --- |
| Free-form replies (service messages) | Free | Charged per message, at the market's utility rate |
| Utility templates | Free | Charged per message |
| Marketing and authentication templates | Charged | Charged |

Meta's own worked example uses Brazil, where a service reply costs about 0.68 US cents, the same as a utility message there. That sounds small, but a support team that sends tens of thousands of replies a month now has a real line item where there was none before. Meta doesn't offer volume tiers on service messages.

## What's still free

- **Messages that fail to deliver.**
- **The free entry point window.** When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, on the Android or iPhone app, and you reply within 24 hours, a 72-hour window opens. Every message you send in it is free, templates included.
- **Messages from the app on a coexistence number.** If your number runs on both the WhatsApp Business app and the API, what you send from the app isn't billed. We explain the setup in [WhatsApp coexistence explained](https://haber.chat/blog/whatsapp-coexistence).

## How rates are set

- **By the recipient's country.** Meta groups countries into markets, each with its own rate per category. You pay the rate of the number you're messaging, not where your business is.
- **In 16 billing currencies,** including USD, EUR, GBP, INR and BRL. Meta publishes rate cards for each.
- **On a fixed calendar.** Meta only changes prices on January 1, April 1, July 1 or October 1, with at least a month's notice for rate changes.
- **With volume tiers for utility and authentication only.** Volume counts across all WhatsApp Business Accounts in your business portfolio, separately for each market and category, and resets every month.

Rates change often enough that we don't print a full table here. Download the current rate card from [Meta's pricing page](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing), or use HaberChat's [messaging cost calculator](https://app.haber.chat/help/calculator) for a quick estimate by country.

## Your provider's fee comes on top

You can't use the API without a provider: a business solution provider, a platform such as Wati or respond.io, or a team inbox with a Cloud API option. Each charges its own plan. Some also add a markup to Meta's message fees, so check how your provider bills them.

With HaberChat's Cloud API option, the two charges are separate. Your HaberChat plan is billed per number. Meta bills message fees directly to the payment method on your WhatsApp Business Account, at Meta's rates, and HaberChat adds no markup. The [pricing guide in our help center](https://app.haber.chat/help/pricing) shows where to find those charges in Meta Business Suite.

## A simple way to estimate your bill

For each country you message, multiply your monthly volume in each category by Meta's rate:

1. **Templates you start conversations with**, split into marketing, utility and authentication.
2. **Replies inside the 24-hour window**, charged at the utility rate since October 1, 2026.
3. **Minus** anything sent in a 72-hour free entry point window.
4. **Plus** your provider's monthly plan.

The second line is the one most teams underestimate. Count your replies, not your conversations: a chat with eight back-and-forth messages is eight charges.

## How to keep API costs down

- **Reply completely, in fewer messages.** One clear answer costs less than four short ones.
- **Use the right template category.** If a template is really an order update, submit it as utility. Meta can recategorize templates, and a utility template that reads like a promotion will be billed as marketing.
- **Use Click-to-WhatsApp ads for acquisition.** Conversations they start get 72 free hours.
- **Keep everyday chats on the app.** With coexistence, staff replying from the app aren't billed, while the API handles templates and automation.
- **Ask whether you need the API at all.** A team sharing one number for customer conversations can connect the WhatsApp Business app to a team inbox by QR code, with no Meta message fees. It isn't an official Meta integration and sending speed is limited, so it doesn't suit bulk campaigns. Our [app vs API comparison](https://haber.chat/blog/whatsapp-business-app-vs-api) helps you decide.

If you're comparing API platforms on price, our guides to [Wati alternatives](https://haber.chat/blog/wati-alternatives) and [respond.io alternatives](https://haber.chat/blog/respond-io-alternatives) break down what teams pay.

## Frequently asked questions

### How much does the WhatsApp Business API cost per message?

It depends on the category and the recipient's country. Marketing is usually the most expensive, and utility, authentication and service replies cost less. In Meta's own example for Brazil, a service reply costs about 0.68 US cents.

### Are replies inside the 24-hour window still free?

Not since October 1, 2026. Meta now charges for free-form replies and utility templates inside the 24-hour customer service window, at the market's utility rate. Messages in the 72-hour free entry point window stay free.

### Do I pay for messages that aren't delivered?

No. Meta only charges for delivered messages.

### Is there a volume discount?

For utility and authentication messages, yes: lower rates unlock as monthly volume grows. Marketing and service messages have no volume tiers.

### Does HaberChat add a markup to Meta's fees?

No. On the Cloud API option, Meta bills message fees directly to your WhatsApp Business Account at Meta's rates, separate from your HaberChat plan.
