WhatsApp Business App vs API: Which Does Your Team Need?
The WhatsApp Business app is free and quick to start. The WhatsApp Business API, officially the WhatsApp Business Platform, is built for scale, but you need a provider to use it and Meta charges per message. Most small teams don't need the API, and many need something in between.
The short answer:
- One or two people, mostly replying to customers: the app.
- Several people on one number: the app connected to a team inbox by QR code.
- High volume, marketing templates, buttons and forms: the API.
- You want both: coexistence runs the app and the API on the same number.
Side by side
| WhatsApp Business app | WhatsApp Business API | |
|---|---|---|
| Cost | Free | Meta charges per message, plus your provider's plan |
| Setup | Install the app and verify your number | Register the number through a provider; verify your business to raise limits |
| Who can reply | Your phone plus up to 4 linked devices | As many agents as your provider's plan allows |
| Messages you start | Free-form, one chat at a time | Approved templates only, outside the 24-hour reply window |
| Volume | Manual; mass messaging risks restrictions | Built for volume; limits rise with your quality rating |
| Extras | Catalog, labels, groups, channels | Interactive buttons, list messages, WhatsApp Flows |
What the API really costs now
Meta doesn't charge a monthly fee for the API. Instead, each message has a price that depends on the country and the type of message, and marketing messages cost the most. Since October 1, 2026, replies inside the 24-hour customer service window are charged too, at the utility rate, with no volume discounts on those replies. Replies within 72 hours of a customer clicking a Click-to-WhatsApp ad stay free.
On top of that, you need a provider with its own plan, such as Wati, respond.io or HaberChat's Cloud API option. For a support team answering hundreds of customers a day, the per-reply charge is now a real line item. We compare API-based tools and their alternatives in our guide to Wati alternatives.
The middle option: the app plus a team inbox
Most teams outgrow the app not because of volume, but because several people need to answer one number. You can connect the WhatsApp Business app to a team inbox such as HaberChat by scanning a QR code. You keep the free app and your number, and add chat assignment, private notes, shared quick replies and reports.
The trade-off is that a QR connection isn't an official Meta integration. Sending speed is limited and WhatsApp's anti-spam rules apply, so it's for conversations with customers and leads, not cold bulk campaigns. We walk through the setup in how to manage multiple WhatsApp numbers in one inbox.
Coexistence: the app and the API on one number
Coexistence keeps a number active in the WhatsApp Business app while it's also connected to the API. You keep chatting from your phone, and the API adds templates and automation. Messages you send from the app stay free, while messages sent through the API are billed by Meta.
There are a few conditions. You need WhatsApp Business app version 2.24.17 or later, and the app has to stay active, because the connection drops after about 14 days without use. Voice calls aren't available on coexistence numbers. HaberChat supports coexistence; see how it works.
How to decide
- Choose the app if one or two people handle chats and you mainly reply to customers who contact you.
- Add a team inbox when several people answer the same number, or you need to know who replied and how fast.
- Move to the API when you send high volumes, need approved marketing templates, or want buttons, lists and Flows.
- Use coexistence if you want API features without giving up the app.
Frequently asked questions

No. Meta charges per message, by country and message type, and since October 1, 2026 that includes replies inside the 24-hour window. Providers add their own plan fee.
Can I use the WhatsApp Business app and the API on the same number?
Yes, with coexistence. The number stays active in the app while it's also connected to the API. Messages sent from the app stay free.
How many people can use the WhatsApp Business app?
The main phone plus up to four linked devices. For more people, or to assign chats, connect the app to a team inbox or use the API.
Do I need the API for a shared team inbox?
